hello BMW lovers. I would like to ask about what is the situation of registering the right side steering wheel cars rebuilded to the left side in your country (LV)? I am from Lithuania and there are not allowed to register the cars with GB numberplates after the law changes and i stucked into the corner with my project..

I have my project rebuilded to the normal side and can't register it in my country. it starts to be a big headache.. so many hours spent to make a mint/fresh/stock/stance car and cant drive it because of stupid law..

i've heard that in your country are available to register cars like this, isn't it? I think maybe I could find the way to register it to LV and then will be available to register with LV numberplates? or maybe I could sell her to the good loving hands?

Here's my E46: 1999 328SE sallon model. Full service history, all maintenance and so on, 3 keys, 152k miles driven, Harman Kardon 14 speakers HiFi sound system, leather sport interior, navigation, CD-changer, parking sensors, R18 style 32 wheels, body like a new without any scratches. I am an owner of the car (purchased it 3years ago while been in UK during the summer holidays).
I got loved this car once sit inside - was the model i dreamed about
Now I drive my track days E36 for a year and need to find the solution with my daily car..

How many it could be worth?

as far as i know :

you can register RHD cars in Estonia now, they passed law 2 month ago
in Lithuania you will be able to register RHD cars from 1 January or from 1 June 2016 ( info from different sources )
in Latvia 1 January 2017

guess it's better to wait !

In Latvia, you will have to certify the conversion job, it is a quick and straight forward process - inspector at the CSDD facility / station takes a quick look and issues a certificate, if the rebuild is "done properly".

First registration and first years' annual tax is around 400+ EUR. Annual tax and permit (the car must be checked annually at the CSDD facility) around 100 EUR (best guess) + insurance costs.

If no law in LT prohibits (you should know better) use of foreign-registered cars in LT, then you should have no problems.

You will still have to pay for speed-camera speeding fines from LT and the most annoying thing is that you will have to come to LV for annual checks at CSDD facility.

I'm waiting for something to change in law since 1st of July 2014 when they accepted this law.. now I'm driving my track day-sprint car as daily one and it kills me more (as all upgrades have to be done during night just to have a car to go to work next day + fuel consumption at least 15 l/100km petrol combination roads..).

As i read the news about to register RHD cars in LT - there are all about to add extra mirrors, cameras - to make the car safe to drive in europe roads. but there are nothing about to register rebuilded cars from RHD to LHD.
Now the situation is that if you want to register it, you have to have a sertificate out of official BMW service ,,Krasta Auto'' that works been made by them and with new parts, but they doesn't make that kind of works at all - so the situation without any solution :/

You need to do a certificate for 40eur and after that you can do registration. No problems at all. Keep in mind that you need EU lamps and in some cases mirrors too. Depends where are you going to do a certificate. The inspection will check oil leaks, tires, brakes and suspension as well, so everything must be OK even if that does not apply to the changing steering wheel.

I have done this with couple cars, so if you have more questions u can ask,..

Yes - Thats right.. the car is LHD and you couldns say it wasn't. Made everything by myself, all the set changed out of crashed european car from scrapeyard. repainted all the car from scratches in original colour code (quality like an original car), clean all the small components to make it looks like a new one, all the bottom of the car covered in extra rubber and a lot more works of my free time. all project tooks me ~ a year and i was late to register it only 2 weeks when the law changes.. two weeeks!!!!! and only because i didn't knew about that will be change. and now I can't legally drive this car - I believe you know how i feel if you made something like that in your garage

the headlights and mirrors been changed into the new ones EU version. all the other components are OK as well. I know in LV everything is more simple than in LT. my friend swaped 2.9 VR6 engine instead of old 2.0 liters as original (these engine changes also can't be made in my country as you raised the power) so he take his car to LV, made this inspection, get the registration documents as 2.9i and then were available to register car as normally.

But in my case - can I get everything done if I live outside the LV? I mean to get the Latvian car documents just to be able to register it in LT?

Registering converted car from RHD to LHD is no problem here in Latvia. I am pretty surprised that you cannot register it in Lithuania aswell.

So bassicly they check the VIN number and if the conversion is made they won't let you register your car from now on ?

Yes - they see the documents of GB car so first of all you have to make expertise (inspection like in LV) but you have to have the certificate of official that car service (this part is impossible, because BMW service doesn't do these works at all so you can forget about this certificate). maybe car dealers bought this law as it was quite popular to convert the car and have it 2x cheaper than to buy a car out of them. but it is completely stupid..

First, I'm not even sure it's at all possible to register a car if you're not a resident (i.e. a citizen or a residence permit holder). Then, obtaining insurance will be a pain too for the same reason. There sure are ways to work around this like setting up a company and registering your car its name, but obviously it's not worth it for a run of the mill car like E46. I think your best option would be to put your car for sale in Latvia, just make sure to take a fair few nice and detailed photos, write down a good description pointing the reason you can't sell it locally and if the car is good indeed it should go fairly quickly. Our most popular local classified sites are ss.lv and auto24.lv
Ah, and find someone to translate your ad to Russian too, it will help with sale over here


Thank you for your detailed update there. Maybe it would be the best way to make it.. overall i need to solve the problem to have a separate cars for daily use and track car, cuz now i'm waisting money.. I could easily sell it on spares, but I can't do it with this car :/
I will make a detailed review about the car. Actually i could write a book about history of this car
Maybe you could suggest approx. price would be? i know it will be much cheaper than the others. one good thing that extras of this car are the richest you could get on that year. the price of the car for me are ~2000 eur as i took it cheap on auction and all the works made by myself including all the primer preparation for painting, only thing is paint spray was made by proffesional painter.

It's not a problem to register a car in Latvia to use it in LT, unless Lithuania has some sort of a law that prohibits it. Many Latvians use the same method and register their cars in Estonia to avoid taxes... All you need to do is come here for the annual technical inspection, and thats basically it. I don't think there are any restrictions on registering the car if you're not a citizen, though maybe you would need to set up a company here for that, which is also quite easy.
